What are those two huge pillars being built off Swift Avenue next to the Federal Building parking lot?

The pillars are the start of the new 40,000 square foot three story building that will be the new location for the Richland City Hall.

The new building is expected to open in 2019 and combine over 90 employees from three different buildings into one place.

The project is costing $18.5 million dollars to complete, according to reports.

The two huge pillars that you see are the start of elevator and stairwell shafts in the middle of the new building.
