A post from the West Richland Police department explains:

The City of West Richland has been participating in a national lighting study with PNNL, and part of that entails modifying the brightness of our street lights. Our street lights are normally set to 75%, but will be going to 50% tomorrow, and then up to 100% on Thursday. This is all lights within the city, with the exception of those along Van Giesen which will remain untouched. Starting Friday, these lights will go back to their normal setting.

Now you know!
