If you're wondering what it takes to move into phase two here are the details, counties must have an average of less than 10 new cases per 100,000 residents over a 14-day period. The application process requires support from the local health officer, the local board of health, local hospitals, and the county commission/council.

Here is what is permitted in Phase 2: outdoor recreation, manufacturing, construction (including new), domestic services, house cleaning, retail, real estate, professional services, nail salons, hair salons, barbers, pet grooming, and restaurants (all with strict safety measures).

Groups of 5 or more may gather and outdoor recreation will also be allowed like camping.
